Sir Zachariah Wheatley was born in Coventry, Warwickshire, on 28 March 1865. A Councillor in Abergavenny, he served in the 4th (Volunteer) Battalion South Wales Borderers for a number of years and saw further service as Quartermaster and Honorary Lieutenant with the 38th Division Royal Engineers, and having been appointed Alderman in 1903, served as Mayor of Abergavenny from 1914-18, and as Peace Mayor in 1919. He was additionally awarded awarded the Belgian Order of the Crown, with palms.
