Herbert Alexander Casson was born on 19 May 1867, in Old, Northamptonshire, the son of Rev. George Casson and Frances Gilbert, and was educated at Marlborough College and Hertford College, Oxford. After graduating he joined the Indian Civil Service and arrived in India in 1889 and was appointed Deputy Commissioner in the Punjab in 1888. He served as Additional District Magistrate for Bannu from 1893, Deputy Commissioner for Jhelum district from 1896, and later as Commissioner for Lahore Division and Ambala Division.

He was attached to Lieutenant General Sir William Lockhart’s Waziristan Field Force in 1894-95, serving as Political Officer with the Bannu Column (Medal); Political Officer Tochi Valley, 1895-96, wounded by a fanatic; Judicial and General Secretary to Punjab Government, 1900-01; Commissioner, Lahore, 1912-17; Ambala, 1917-20; Member Legislative Council, Government of India, 1920; President Legislative Council, Punjab, 1922-25. Casson was created a C.S.I. in 1911.

He married Gertrude Russell, sister of Major General Sir Andrew Hamilton Russell K.C.B, K.C.M.G., of Heath House, Petersfield, on 23 October 1897 at Bombay. Herbert Casson, C.S.I., died on 10 May 1952.

Sold with photocopied Warrant for C.S.I. (12 December 1911) and M.I.D. certificate for valuable services in connection with the War, dated 28 July 1919 (Mr H. A. Casson, C.S.I., I.C.S., Ambala Div.).
