William James Allen was born in Mile End, London. A Packer by occupation, he attested for the Loyal North Lancashire Regiment at London on 11 May 1896, aged 18 years 3 months. With them he served in Ceylon, December 1897-February 1899 and South Africa, February 1899-September 1902. He was transferred to the Army Reserve in May 1903 and was discharged on 10 May 1908.
