Robert Russell was born in St. James, London, and was a tailor prior to his attestation for the Royal Engineers in September 1863. He advanced to Sergeant in June 1874 (awarded L.S. & G.C. in 1882). He qualified as a Master Tailor at Royal Army Clothing Depot, Pimlico, in 1870.

Russell was discharged 30 September 1884, having served 21 years and 30 days with the Corps. He was awarded the M.S.M. with annuity in 1922, when aged 79.
