Joseph Patrick Welch was born in the City of London on 9 September 1893, and joined the Royal Navy as a Stoker 2nd Class on 20 June 1912. He was posted to H.M.S. Swiftsure on 20 March 1913, and was promoted to Stoker 1st Class on 26 June of that year. He served during the Great War in Swiftsure until 10 May 1916, and then in H.M.S. Repulse from 8 August 1916 until the cessation of hostilities. He joined H.M.S. Vindictive on 15 April 1925, and was awarded his Long Service and Good Conduct Medal on 13 April 1927.
