Walter Lee was born in Southleigh, Devon, on 4 October 1871 and joined the Royal Navy as a Boy First Class on 1 October 1887. Advanced Chief Petty Officer on 15 May 1903, whilst serving in H.M.S. Highflyer during operations off the coast of British Somaliland, he was awarded his Long Service and Good Conduct Medal on 7 October 1904, and was shore pensioned on 3 October 1911.
