William Louis Charles Gerard Cook was born on 21 February 1904, and joined the Indian Police as Assistant Superintendent, Bengal, on 13 November 1923, becoming Superintendent in February 1936, and Assistant Inspector-General from March 1938 until March 1941; Deputy Inspector-General of Police, Burdwan Range, October 1942 to February 1943.
