James Franklin was employed by the Bombay, Baroda and Central India Railway. He was Telegraph Superintendent on the Southern Section of the railway. He was appointed a Lieutenant in the B.B. & C.I. R. Volunteer Rifles on 12 February 1887. He was promoted to Captain on 15 February 1895 and to Honorary Major on 6 April 1901. He was awarded the Indian Volunteer Force Officers’ Decoration, this published in the Gazette of India of 5 August 1905. Franklin was transferred to the Supernumerary List on 28 December 1905.
