Herbert Douglas Martin was born in Birkenhead on 19 November 1912. He served in the Police there, becoming a Police Inspector and died in August 2003. The town of Birkenhead was heavily bombed in September 1940 - it is possible that the award of the R.S.P.C.A. Medal relates to that.
