Philip Francis Foulger first entered the French theatre of war as a Corporal in the Royal Engineers in August 1915 and was commissioned as a 2nd Lieutenant in the London Electrical Engineers (L.E.E.) before the end of hostilities. Thereafter, he served continuously in the same unit, gaining advancement to Major in February 1926, as a member of 27th London Anti-Aircraft Searchlight Battalion (L.E.E.), the Efficiency Decoration in 1932 (London Gazette 23 February of that year refers), and the Brevet of Lieutenant-Colonel in January 1933. Having then served in a similar capacity in the U.K. in the 1939-45 War, and relinquished his commission in October 1945, Foulger was awarded three Bars to his Efficiency Decoration in 1953 (London Gazette 14 July of that year refers).
