Arthur Overton Luckman, formerly Royal Engineers Militia and Gold Coast Constabulary; appointed Assistant Collector, East African Protectorate, November 1905, with a salary of £250. Arrived in Mombassa from England, being temporarily attached to the Transport Office, December 1905. Latterly a Captain in the East African Unattached List.
