Frederick Richard Bragg was born in Paignton, Devon on 28 September 1874. A Boatman by occupation, he enlisted into the Royal Navy as a Boy 2nd Class aboard Impregnable on 12 October 1889, being advanced to Boy 1st Class in December 1890.

He was promoted to Ordinary Seaman when on Cruizer in August 1892; to Able Seaman when on Melampus in September 1894; Leading Seaman when on Cambridge in August 1897 and Petty Officer 2nd Class then 1st Class when on Magdala in February/April 1899. As such, he served on Magnificent, June 1903-February 1904 and Victorious, February 1904-January 1905, during which time he won the Naval Good Shooting Medal and second award clasp. In 1907 he was awarded the Royal Navy L.S. & G.C. Bragg attained the rank of Chief Petty Officer in June 1910 when at Vivid I. During the war he served on the armoured cruiser Duke of Edinburgh, May-June 1915 and on Roseburgh, August 1915-November 1918. Chief Petty Officer Bragg was invalided from the service in February 1919 suffering from chronic asthma.
