General Sir Lionel Smith, Bt, GCB, GCH (1778–1842), diplomat, colonial administrator, and soldier. He was Governor of Tobago (1833), Governor of Barbados, Viceroy of the Windward Islands and Grenada (1833-6), and Jamaica (1836-9). Smith read the Proclamation of Freedom to a crowd estimated to be 8,000 which had gathered in the main square of Spanish Town, Jamaica. He was later (1840-2), Governor of Mauritius
