Josiah Tozer-Mitchell was a South African from Cape Town and enlisted as an Air Mechanic in the Royal Naval Air Service. He served with No. 2 Wing in the Eastern Mediterranean from 31 January 1916, and aboard H.M.S.
Pegasus, Seaplane Carrier, from 22 October 1917. He was gazetted 2nd Lieutenant on 1 April 1918 and served subsequently aboard H.M. Ships Vindictive, Furious and Pegasus, between November 1918 and March 1919.
