Henry Travers Ommanney was born on Christmas Day, 1849, son of Major-General E.L. Ommanney, R.E. He joined the Indian Civil Service in 1868 and saw service at Dharwar, Canara, Nassick, Khandeish and Bombay. He was appointed Acting Inspector-General of Police in 1888, and Senior Collector and Magistrate in 1895, retiring in the following year. He obtained a Lieutenant's commission and served in the Boer War as a troop and squadron leader with Kitchener's Horse.
