Robert Edward Foulger was born on 21 May 1899, and educated at Wellington College, Berkshire, and Pembroke College, Cambridge. He served in the Coldstream Guards during the Great War in 1918. Following the war he served with the Straits Settlements Police, 1920-22; Nigeria Police, 1922-39; Deputy Commissioner, Gold Coast Police, 1939-42 (Colonial Police M.S.M.); Deputy Commissioner, Nigeria Police, 1942-45 (K.P.M.); Commissioner of Police, Singapore, 1946-50 (C.M.G. 1947); He was Commissioner of Police, Tanganyika, from 1951, and died in Tanganyika on 6 March 1969.
Robert Foulger had a remarkable career in the Colonial Police and whilst with the Singapore Police witnessed the Singapore Riots, and was involved in the crucial early years of the Malayan Emergency in 1946-50. He was one of many police officers with experience who were taken to Malaya to beef up intelligence services to combat the insurgents. This lack of intelligence was fully appreciated by General Templer when he was appointed to command in Malaya and the services of the police helped in no small measure in bringing the emergency to an end.
