After the tide of war had turned against the Afrikaaners, Kruger came to Europe and made Utrecht his headquarters. His aim was to seek alliances against Britain, an appeal for help reflected in the medal’s reverse. This was in vain, although popular opinion in continental Europe was overwhelmingly pro-Boer.
