William Moore was born in Thurleston, Devon, on 24 October 1859. He entered the service as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 13 March 1875, and was advanced to Boy 1st Class in March 1876. He then served aboard ENDYMION (1876-78) where he was advanced to Ord during October 1877, MONARCH (March 1880 to January 1882) having been made an A.B. in August 1880, and earned his Egypt medal whilst aboard DRYAD (18 December 1883 to 10 November 1884). He subsequently served aboard KINGFISHER (1884-87) where he received advancement to Leading Seaman during October 1885, and to Petty Officer 2nd Class as 2nd Captain of Fore Top, CAMBRIDGE for a short period where he was advanced to Petty Officer 1st Class in February 1889, HYACINTH (1889-92), DREADNOUGHT (March to October 1895) where he received his L.S. & G.C. medal on 8 August 1895, and finally drafted to BLAKE (1895-97). He was pensioned to shore on 4 November 1897, but was called up for war service on 2 August 1914 as a Petty Officer 1st Class to serve aboard H.M.S. POMONE from September 1914 until demobilised on 21 October 1919.
