Charles Freeman was born on 30 January 1866 in Pampesford, Cambridge. He joined the Royal Navy as a Boy 2nd Class aboard H.M.S. ST VINCENT on 3 January 1882 and advanced to Boy 1st Class in February 1883. He subsequently served aboard PENELOPE (1883-84) where he was made an Ord in January 1884, RAMBLER (11 November 1884 to 31 January 1889) and made an A.B. during March 1885, DEVASTATION from October 1889 until he deserted at Queensferry, Scotland, on 8 February 1890.
