Frederick Manning was born in Tiverton, Devon, on 13 January 1850, and entered the service as a Boy 2nd aboard H.M.S. IMPREGNABLE on 13 January 1868. He joined the Royal Yacht VICTORIA & ALBERT on 3 September 1874 as Keeper of the Barge. He volunteered for a further 10 year period aboard the Royal Yacht on 13 January 1878, was promoted to Petty Officer 1st class in 1879, and received his L.S. & G.C. medal in January 1880. He was promoted to Chief Petty Officer in April 1883 and allowed to sign on for a further five years in VICTORIA & ALBERT from January 1888 as Chief Boatswain’s Mate.
