Arthur Hill Ommanney Peter Lowe was born on 9 May 1849 and joined the Navy on 9 September 1862 as a Naval Cadet to be trained aboard H.M.S. Britannia. Midshipman in May 1864, Sub Lieutenant in November 1868 and promoted to Lieutenant on 30 December 1872. His first and only full commission at sea commenced on 1 December 1874 aboard H.M.S. Thistle, as her First Lieutenant, which lasted until 31 December 1878.

On news of the murderous outrage against the British Resident, Mr J. W. W. Birch, reaching Singapore, H.M. gun-boats Thistle, Fly and Ringdove were despatched to Perak. Commander Francis Stirling (Thistle) proceeded to arm six native boats using every available man from his ship and those serving aboard Fly, in all making a Naval Brigade of eighty five men. The 2nd of these boats, armed with a 12 pounder howitzer, was placed under the command of Lieutenant A.H.O.P. Lowe with eight men. Lowe was present at the attack and capture of Passir Sala, and afterwards in the operations against Malays in the Sungsi U’jong and Sri Menanti territory, 1875-76. He retired with the rank of Commander on 5 July 1883, and later changed his surname to Hill-Lowe. He died on 17 April 1910.
