C.B.E. London Gazette 20 September 1945. The recommendation states: ‘W.S. Lt. Col., T/Brigadier Herbert Frederick Carter, M.C., Star of Roumania, Pioneer Corps, Allied Forces Headquarters. During the period under review - 1 Jan 45 to 31 Mar 45 - this officer has been employed as Director of Labour at this H.Q. As such he has been responsible for the control and organization of 250 Coys of Pioneer labour of various nationalities, and also for the organization of Italian civilian labour numbering at present some 300,000. His energy, tact and commonsense have enabled him to deal most successfully with the difficult and multifarious problems which have arisen. To his zeal, initiative, and personal example must be attributed the success and efficiency of his Directorate.’
