Frederick Crozier was born in Chatham, Kent, in May 1867. He enlisted as a Bugler at Chatham on 27 May 1881, and was sent as a member of the Royal Marine Battalion to Egypt (10 February 1884 to 10 November 1884). Crozier was made a Private R.M. on 1 January 1885, and subsequently served aboard Merlin (1886-87) where he was promoted to Corporal during January 1887, then to Victor Emmanuel (April 1887 to February 1889) where he received promotion to Sergeant on 21 July 1887, Ajax (1889-91), Mersey (1895-96) where he was promoted to Colour Sergeant on 1 April 1896, Warspite (1899-1902) in which vessel, as a Colour Sergeant, he received his L.S. & G.C. medal on 4 May 1900.

Crozier was promoted to Quarter Master of Musketry on 26 February 1903, and pensioned and discharged to shore having completed 21 years adult service on 8 May 1906. He joined the Royal Fleet Reserve as a Sergeant on 9 June 1906, was discharged on 16 May 1914, but exempted from being called up for World War I.
