William Harlow Chamberlain was born in August 1894, and educated at Wilson College, London. He served with the Hertfordshire Yeomanry, December 1912 - October 1915, and was commissioned Second Lieutenant in the 3rd Battalion, Dorset Regiment in October 1915. Chamberlain served during the Great War with the 1st Battalion in the French theatre of war from September 1916.
Chamberlain was attached to the Machine Gun Corps in December 1917, and transferred as a Lieutenant to the Indian Army in October 1918. He advanced to Captain in July 1920, and returned to the UK in September 1920.
