Victor Prangnell O'Neill was born on 15 January 1915, and having served as a Mechanic Sergeant Major in the Royal Army Service Corps was commissioned Lieutenant in the R.A.S.C. on 28 March 1941. He was promoted Captain on 15 April 1943, and was awarded his Efficiency Medal on 19 August 1949. He was further promoted Major on 3 January 1950, and Lieutenant-Colonel on 10 September 1955, before transferring to the Reserve of Officers on 10 September 1958.
