William Masters was born in Cranbrook, Kent, on 19 September 1844, and joined the Metropolitan Police at Scotland Yard on 7 September 1874. Posted to ‘G’ (Finsbury) Division, he transferred to ‘K’ (Stepney) Division on 2 October 1880, and then to the newly-created ‘J’ (Bethnal Green) Division in August 1886. He was wounded through falling from his horse when on mounted duty in October 1883, and retired on 10 September 1899.
