Robert Bailey was born in Prinstead, Sussex, on 12 January 1878, and joined the Royal Navy as a Boy 2nd Class on 5 September 1893. He was advanced Able Seaman on 22 July 1897, and was shore pensioned on 21 September 1905. He joined the Royal Fleet Reserve the following day, and served with them during the Great War. He was finally shore pensioned on 4 June 1921.
