Joseph Culverwell was born in Bath, Somerset, on 12 May 1837 and attested for the 97th Regiment of Foot, under-age, on 12 July 1854. He served with the Regiment in the Crimea, and then in India for the next 17 years, and was promoted Corporal on 16 March 1859. He transferred to the Madras Artillery as a Gunner on 24 July 1860, and subsequently to the Royal Artillery on 20 May 1861, and was promoted Bombardier on 14 January 1864, and Corporal on 21 July of that year. He was discharged on 7 September 1875, after 20 years and 92 days’ service, of which over 19 years had been spent overseas.
