Windsor Parker was born in 1802 at Hardwicke Court, Gloucestershire, the son of William and Hanna Parker. He was educated at Crypt Grammar School, Gloucester and entered the H.E.I.C. Army in 1820, seeing service largely in the 10th Bengal Light Cavalry although also is recorded to have served in both the 6th and 13th Light Cavalry. He served in the post of Adjutant and Interpreter to Lord Combermere at the siege and capture of Bhurtpoor and its dependencies in 1825-26.

Parker was appointed Brigade Major to Malwa Field Force and the troops in Lucknow 1829-36 and in 1837-38 he acted as aide-de-camp to the Commander-in-Chief in India. He retired from the Indian Army after 18 years’ service in 1839. He subsequently served with the West Suffolk Regiment of Militia, of which he became Honorary Lieutenant Colonel. He was made a J.P. and High Sheriff of Suffolk 1854 and Member of Parliament 1859-80. He died in 1892 aged 90 years, one of the last surviving veterans of the memorable action at Bhurtpoor.

Sold with two original conveyance documents for the purchase, in 1859, and the later sale, in 1878, of the freehold of tenements and premises at Needham Market in Suffolk; together with copied research including a portrait image of the recipient as Hon. Colonel of the West Suffolk Militia.
