William George Callaway was born in Cowes, Isle of Wight in March 1880. In later life he resided in Sutton, Surrey. Callaway joined the Royal Navy as Boy Second Class in September 1895. He advanced to Able Seaman in May 1899, and subsequent service included with H.M.S. Humber, August 1900 - April 1903. Callaway transferred to the Royal Fleet Reserve in March 1910.

Callaway re-engaged for service during the Great War, and joined the Hood Battalion, Royal Naval Division, from the Royal Fleet Reserve, 17 September 1914. He served as a Petty Officer with the Hood Battalion during the Defence of Antwerp, 3 - 9 October 1914, and was demobilised in September 1919.
