Clarence Edgar Norris was appointed Assistant Paymaster in the Royal Naval Reserve on 29 November 1904, and was serving in this rank when mobilised on the outbreak of war. He was posted for service with the Royal Naval Air Service on 20 June 1916, and then saw service at Dunkirk, being promoted to Staff Paymaster with the rank of Lieutenant-Commander on 7 May 1917. He then transferred to the Royal Air Force upon its formation in April 1918 as a Major with the Administrative Branch, and was
eventually transferred to the Unemployed List on 8 March 1919. He was awarded the Royal Naval Reserve Decoration in the London Gazette of 9 January 1920.
