John Garrow was born on 26 February 1878 and was advanced Warrant Engineer on 28 April 1908. He served during the Great War in H.M.S. Duncan from 27 December 1917, and having volunteered for the Mine Clearance Service on 1 April 1919, was demobilised on 18 November 1919. He was placed on the retired List with the rank of Engineer Lieutenant on 13 January 1928.
