Charles Fletcher was born in Windsor, Berkshire, in 1867 and served with both ‘X’ (Willesden) and ‘P’ (Camberwell) Divisions, Metropolitan Police. He is shown on the 1901 Census as living in Camberwell, and the 1911 Census as living at Catford.
