Henry Charles Spraggs was born at Kilnamana, Co. Cork in September 1856 and entered the Royal Navy as a Boy 2nd Class in February 1872. Appointed a Naval Schoolmaster in January 1878, he went on to witness active service aboard H.M.S. Achilles during the Egypt operations of 1882 and was awarded his L.S. & G.C. Medal in October 1884. Advanced to Head Schoolmaster in April 1886 and to Chief Schoolmaster in November 1908, Spraggs was pensioned ashore with the equivalent rank of Lieutenant in November 1911. Admitted to a Greenwich Hospital Pension in May 1924, he died in May 1931, aged 75 years.
