Jesse Tinson was born at Cosham, Wiltshire in November 1871 and entered the Royal Navy as a Boy 2nd Class in February 1887. He does not appear to have witnessed any active service between then and his transferral to the Coast Guard in January 1901, with whom he was awarded his L.S. & G.C. Medal in April 1913, a year before his advancement to Chief Petty Officer (Coast Guard). Tinson was demobilised in May 1919, having won entitlement to a single British War Medal 1914-20.
