Charles François Delacroix (1741-1805), first prefect of Bouches-du-Rhône, initiated a programme of decorative and commemorative fountains during his mandate. The laying of the first stone took place on 13 November 1801; the monument was completed in July 1802. Unfortunately, its political character quickly undermined its longevity and the fountain was removed in 1818.
