Humphrey Milner Tarrant was born in about 1875. He served in the Department of Civil Instruction in New South Wales, Australia, from 1892 to 1896, when he moved to East Africa. In 1897 Tarrant was appointed a Clerk in the Uganda Protectorate, being in charge of Transport at Wakoli, in Busoga, in 1898, and at Luba’s Station in 1899-1900. He received the medal for his part in the suppression of the Sudanese mutiny in Uganda in 1897-98.
In 1900, Tarrant was Acting Collector at Busoga and Bukedi, and then at Toro in 1901. He was appointed Assistant Collector in February 1901, Assistant Treasurer in June 1901, 2nd Assistant Treasurer in 1904, and 1st Assistant Treasurer in 1909. He was Acting Deputy Treasurer of Uganda Protectorate from June 1909 to January 1910, from May to December 1910, and from April to November 1912. In April 1913, he was appointed Director of Customs, Registrar of Vessels and Port Officer, as well as Commercial Correspondent for Uganda Protectorate to the Board of Trade.
Tarrant served in the Great War as a Private in the Uganda Volunteer Reserve, for which he received the British War Medal, his sole entitlement. He appears in a group photograph taken at the opening of the Entebbe European Hospital in April 1904, and he was the author of Schedule of Taxes, Duties, Fees, etc., published in 1906. He died in Estoril, Portugal, on 22 July 1947. Sold with further research and several copy photographs.
