Henry Jesse Osborne was born in Peckham, London on 28 January 1878. Entering the Royal Navy as an Acting Engine Room Artificer 4th Class in April 1899 he gained the rank of Acting C.E.R.A. 2nd Class in January 1917 and was confirmed in that rank in January 1918. Served on the pre-dreadnought battleship Lord Nelson, July 1913-September 1917, being awarded the Royal Navy L.S. & G.C. in 1914. Served on the sloop Clio, October 1919-August 1920, seeing service on and off the coast of Somaliland. Pensioned ashore on 26 May 1921. With copied service paper.
