Thomas Brislen was born in Liverpool and lived at Everton. He went to France with the original contingent of the 4th Battalion, Liverpool Regiment on 4 March 1915, and was killed in action in France and Flanders on 11 April 1918. He is buried at Lapugnoy Military Cemetery, France. (A photograph of recipient appears in the Liverpool Echo on 13 November 1915).
