Thomas Lilley was born in Bethnal Green, London. A Labourer by occupation, he attested for service in the infantry at Westminster on 31 July 1874, aged 18 years. He was posted to the 1st Battalion 4th Regiment and served in Gibraltar, September 1874-January 1879; West Indies, January 1879-June 1892, and the East Indies, March 1884-December 1892. He attained the rank of Sergeant-Major (Q.M.S.) with the 3rd Militia Battalion in February 1895. Awarded the Army L.S. & G.C. in January 1893. He took his discharge in 1895 but re-enlisted at Kilburn in 1914. Served as Warrant Officer Class 2 (Acting Depot Sergeant-Major). Discharged in April 1918 and postwar lived at Lancaster. Awarded the M.S.M. per A.O. 231 of 1925. He died on 12 March 1930.
