Henry Carter was born in Wigan and enlisted at Bury on 2 April 1889, aged 18 years. He was discharged in April 1910 but recalled in 1914 and joined the 9th Battalion Lancashire Fusiliers, entering the war in the Balkans on 11 July 1915. He was commissioned 2nd Lieutenant in the Labour Corps on 28 November 1917, and was killed in action on 28 February 1918. He is buried in Duhallow A.D.S. Cemetery, Ypres, Belgium.
