Thomas Neill was born in Whitegate, Cork on 3 April 1851. He joined as a Boy 2nd Class aboard H.M.S. PENELOPE on 12 February 1867 and was advanced to A.B. aboard H.M.S. NARCISSUS in April 1872. Drafted to H.M.S. HIMALAYA on 24 June 1875 for nearly six years. Advanced to Leading Seaman in November 1877, to P.O. 2nd Class (Captain of Hold) a month later and awarded his L.S. & G.C. medal in this rate on 22 November 1880. Invalided and pensioned from the service whilst at R.N. Hospital, Plymouth on 9 November 1888.
