James Moffatt was born in Edinburgh on 5 June 1846 and first entered as a Boy 2nd Class aboard H.M.S. IMPLACABLE on 19 June 1860 until November 1861. He was drafted to H.M.S. SPIDER (1861-65) where he was advanced to Boy 1st Class in July 1862, to Ord during June 1864 and to Able Seaman in June 1865, and then served aboard H.M. Ships REINDEER (1866-71), FAVORITE (1872-73), and PEMBROKE (1873-74) where he was advanced to P.O. 2nd Class (Coxswain of Barge) during July 1873, and to P.O. 1st Class in May 1874. Whilst serving in H.M.S. EXCELLENT he was awarded his L.S. & G.C. medal on 16 August 1875. His next vessels were SULTAN (1875-78), MINOTAUR (1879-81), and for the Egyptian campaign he served aboard H.M.S. EURYALUS from 12 January 1882 until 3 September 1884, where he was advanced to Acting Chief Petty Officer in March 1884. He lost all three Good Conduct Badges in April 1883, and was pensioned as an Acting C.P.O. on 1st July 1885.
