Thomas Kennedy was born in St Helens, Jersey, Channel Isles, on 12 April 1860. He entered the Royal Navy as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 20 March 1876, remaining until December 1877, advanced to Boy 1st Class in April 1877. He subsequently served aboard RALEIGH (1877-80), where he was made an Ord in April 1878 and an Able Seaman during March 1879, CROCODILE (1880-81), SUPERB (5 May 1882 to 21 December 1883). In the latter vessel he took part in the bombardment of Alexandria and as a member of the Naval Brigade he fought at the Battle of Tel-el-Kebir serving as one of SUPERB's Gatling Gun Crew. He next served aboard HECTOR (1884-86), and DEVASTATION (1888-90). He deserted from his next vessel the IRON DUKE on 3 July 1890, having been punished with time in cells on a number of occasions, and on two other occasions lost a Good Conduct Badge.
