Richard Smart was born in Bexley, Kent, on 24 May 1862. He joined the Royal Navy as a Boy 2nd Class aboard H.M.S. FISGARD on 6 July 1877, and was then drafted to BOSCAWEN (1877-79) where he was advanced to Boy 1st Class in July 1878. He subsequently served aboard PENELOPE (1879-80) being advanced to Ord during June 1880, TEMERAIRE (15 December 1880 to 14 April 1884) where he achieved the status of A.B. in September 1881, and GANNET (1885-88) rising to Leading Seaman in September 1887, and to Petty Officer 2nd Class in June 1887 as 2nd Captain of Fore Top. He joined H.M. Coast Guard as a Boatman on 7 February 1889, becoming a Commissioned Boatman on 1 February 1895, Chief Boatman on 30 May 1903, and Chief Boatman in Charge on 9 July 1908. He was promoted to Chief Officer on 24 November 1911 and was still serving at the outbreak of WW1. He served throughout in the War in the Charlestown area until placed on the retired list on 21 June 1919.
