Albert Plummer was born in Coleford, Gloucestershire, on 15 March 1863. He entered the service as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 28 June 1879, and subsequently was appointed to IMPLACABLE (1879-81) where he was advanced to Boy 1st Class in November 1880 and to Ord during July 1881, MONARCH (7 March 1882 to 30 September 1884) where he was made an A.B. during October 1883, and re-drafted whilst aboard MONARCH to serve in the Nile Flotilla (1 October 1884 to 11 April 1885). He then served aboard EUPHRATES (1887-89) prior to joining the Coast Guard Service as a Boatman on 1 November 1890, and advanced to Commissioned Boatman in March 1898 and Chief Boatman in January 1907. He was awarded his L.S. & G.C. medal on 19 May 1903 when serving as a Commissioned Boatman, having served over 15 years without blemish since his loss of one Good Conduct Badge in 1888. When the new rates were introduced in the Coast Guard Service he became a Petty Officer 1st Class (C.Gd.) on 1 April 1910, and Chief Petty Officer (C.Gd.) on 4 May 1912. He was still serving when WWI commenced, and continued to serve in the Coast Guard throughout the war, and was demobilised on 4 June 1919.
