James Binns was born on 15 November 1867 in Rochdale, Lancashire. He joined the service as a Boy 2nd Class aboard H.M.S. IMPREGNABLE on 4 October 1883, and then served aboard LION (1883-85) where he was advanced to Boy 1st Class in October 1884. During the 1888 Egypt campaign he served aboard RACER (11 May 1885 to 10 May 1889), where he was advanced to Ord in November 1885, and later to A.B. whilst aboard ROYAL ADELAIDE in July 1889. He was invalided from the service at Haulbowline Hospital, from REVENGE, on 5 December 1889.
