Charles Goff was born on 12 October 1855 in the town of Westbourne, Sussex, and joined the Royal Navy as a Stoker 2nd Class aboard H.M.S. ASIA on 9 December 1884. He was 29 years of age when joining the service having previously served in the Army. He joined BACCHANTE (April 1885), and was advanced to Stoker on 30 August 1885. His service in BACCHANTE qualified him for the India General Service Medal with clasp ‘Burma 1885-87’. As a Stoker he next served aboard ASIA (November 1888), INVINCIBLE (May 1889), and ASIA (May 1889). He was advanced to Leading Stoker 1 March 1890, and subsequently served in this rate aboard TRAFALGAR (April 1890), being advanced to Leading Stoker 1st Class on 1 April 1893. He next joined ACHILLES (May 1893), VICTORY II (June 1893), EXCELLENT (September 1893), and VICTORY II (March 1896). He was invalided from the service on 8 May 1896 (cause not given on his service record) and awarded his L.S. & G.C. medal in November 1895 whilst serving aboard H.M.S. EXCELLENT.
