Charles Arthur Choat was born on 19 May 1861 in Colchester, Essex, and was a waiter before joining the Royal Navy as a boy 1st Class aboard H.M.S. FISGARD on 6 October 1876. He was pensioned ashore on 22 August 1904 after completing 25 years adult service having received his L.S. & G.C. medal in 1893 whilst aboard H.M.S. IMPERIEUSE. He joined the Royal Fleet Reserve on 24 August 1904 and served until 18 May 1911 when he was discharged to shore having reached 50 years of age.
