George Edward Bates was born on 21 March 1866 in Tratton, Hampshire, and was a joiner before entering the Royal Navy aboard H.M.S. ASIA on 9 September 1887, when aged 21 years. He was pensioned ashore on 31 October 1910 having served 21 years and does not appear to have been issued with his L.S. & G.C. medal, although recommended.
